What he is talking about is PAD = pay after delivery. However normally with PAD paypal credits the seller but then does not debit your bank account for 14 days to reimburse Paypal of those credited funds.

However some 'scammers' are using it pretending that you can send the funds and that they are 'held' until YOU give the release but this is NOT TRUE, the seller is paid immediately.

Also you can't use PAD unless you have a linked bank account and applied for it.

Secondly there is NO Paypal buyer protection for motor vehicles and this sounds like a scam.

He may ask you to send it using the friends / family route which again negates your protection.

I would proceed with care and personally I would want to view the item and pay cash on collection.

He could have hijacked someones i.d. and pretending to sell a bike in another country.
