I have purchased an item from a new seller and have just read that new seller payments are held on their account for 21 days, which is why my payment is showing as pending on ebay but completed on paypal, does that mean I have to wait 21 days fior my item? will it eventually show as cleared?
The seller needs to ship the item once the payment is received. Then when you receive it you can leave positive feedback and the funds will be released to them.
