Confirmed shipping address in the US but that sender of the payment is Non-u.s - unverified Scam?

I sold a item for 700 dollars on ebay and it was sent from the buyers bank account, paypal says dont ship tell payment has cleared is this a scam attempt? I had something happen to me like this where the buyer canceled the payment but luckily I didn't ship. On paypal it says The shipping address is confirmed but the payment is non us and unverified. What should my next steps be?

Firstly if its an echeque sent from the bank account of the buyer then its pending until its cleared so you wait for it to clear before shipping.

Secondly non-us is ok as everyone outside of the us is non-us BUT i would not send if they were unverified ESPECIALLY for that amount of money.
