The PayPal Canada blog has posted an article regarding recent news you may have heard, regarding a group of hackers who claim to have released PayPal account information to the public.  To be clear, the PayPal site has not been breached or hacked in any way.

No, PayPal has not been hacked.

The link you are showing appears to be an outdated manual command, which would explain why the page isn't laid out correctly.  I would recommend instead going directly into your profile if you were looking to add a bank account.  I think you'll find the page layout there will make much more sense.  In the meantime, I've deleted the link you provided so that it doesn't cause any more confusion.  Please don't repost it.
