why is paypal ignorant to its customers

i purchased an item off ebay and paid using paypal. a slow cooker ,but when courier came i opened package and it was a phone case which also had the wrong address on it . i messaged seller 12 times with photos and no reply i opened a dispute through paypal sending messages ,photos, and screenshots . now i recieved a message from paypal telling me i need to get a police report ,or a number from action fraud. if i dont they intend to find for the seller. phoned paypal up was told dont bother with police but inform action fraud, i tried but they dont deal with wrong packages i sent them a screenshot. must point out this seller pulled this trick with 3 other customers in october .i have no doubt in my mind that paypal are totally ignorant and useless with a couldnt care less attitude

well i purchased an item on ebay paid using paypal a slow cooker £23,99 the seller sent me a phone case instead of the cooker it also had the wrong address on it but the courier knows my name and came to my house this seller has done the same thing to 3 other customers in october i messaged the seller 12 times and sent him photos but wont respond i opened a dispute through paypal altogether i have sent 15 messages to them 7 screenshots and 7 photos . i have heard back from paypal twice , first they told me i have to get a police crime number or report it to action fraud  i phoned paypal and they said report it to action fraud i tried but they do not do this sort of crime ie wrong packages sent the screenshot to paypal now they sent me an affidavid to fill in and sign it. or they will  find for the seller  wrote back i cant fill form in as my tablet  cant do this .2 days and heard nothing i cant believe what paypal is asking of me they never reply to messages in resoloution place they are ignorant and couldnt care less as its there old partner ebay u know the saying birds of a feather

I’m beginning to believe that it’s pointless to open a dispute with PayPal because they can’t seem to resolve any issues. Once I opened a dispute and it was pending for weeks, so I eventually filed a dispute with my credit card company to get my refund. I just filed another dispute regarding an unauthorized payment to YouTube TV, but was denied a refund because according to YouTube, “they followed proper procedures” or something to that effect. Now that I know I will never have  a satisfactory outcome, it might be time for me to stop using PayPal.
