If you have received a message that your account is permanently banned then it means just that.
You can't use that account anymore OR open another paypal account.
Paypal unfortunately are no longer offering you the services of their site.
Any funds still in the account are usually released after 180 days (sometimes less) as long as the account is in your legal name / registered in your country and you are over 18.
Advice is voluntary.
