I am very disappointed in Pay Pal not completing my complaint even though I agreed to take 50% refund from the seller, they then closed the case

The dispute process is between you and the merchant to resolve, if you agree to a refund and they do not issue one then did you escalate the dispute to a claim?? A claim is when paypal get involved. If you don't escalate within 20 days then the dispute will auto-close.

Yes I understand what you are saying and everything was done correctly between me and the seller BUT when I finally said I would keep the goods that had been sent, which were incorrect, and I accepted the refund of the half cost of the goods, Pay Pal shut down the case and ruled in favour of the seller AND I DID NOT RECEIVED MY REFUND AT ALL!!!

Don't think you did understand, if you didn't escalate the dispute to a claim then it will auto-close, 20 days after opening it.

Thank you for that comment, except Pay Pal closed the case the day I accepted their small refund and to date I have never received my refund from the seller, so I am still left without my refund (which was only a portion) and no result.
