Firstly its against paypal rules to use another countries paypal account.
If you are living in Sri Lanka then you should be using a Sri Lankan account.
Secondly paypal probably think you are trying to use paypal to receive payments which is NOT supported in Sri Lanka by using a Philippines account to bypass that issue.
