Why was my account deactivated?

I've had a business PayPal account for about 14 years, linked to my New Zealand bank account and credit card. I've had a personal account for even longer, also linked to my bank account and credit card.

I recently sold my business (but not my company) and have a new project for which I'm repurposing my existing company and bank account. I first legally changed the name of my business, then last week I closed my existing PayPal business account, then immediately created a new business account with a different email address, linking it to the same bank account and credit card as the account I'd just deleted.

 

After creating this new account I received an email notifying me that Paypal had deactivated my account, and that the bank account associated with it could never be used again with a PayPal account.

 

I have phoned PayPal twice. I only want to know why this has happened, because I don't want to incur the expense of setting up a new business bank account, getting a new credit card, creating a new email address, having letterhead and business cards reprinted (etc) only for the same thing to happen again. So far I've been unable to get any meaningful response.

 

If anyone can shed light on why this deactivation is likely to have been impose,d I'd be very grateful.

You can only add a bank account to any PayPal account X3 times in that banks lifetime.

After supplying PayPal with my passport, legal business documentation and proof of address, they have reviewed the account deactivation and agreed to reactivate it. I'm grateful for this.
