Good day, This The message I got having tried to register my card on PayPal as a new user "We're permanently limiting your Account. You can no longer use PayPal as we have decided to permanently limit your Account after a review. Please how can I resolve the problem. Regards

Permanent means exactly that, paypal have banned you from using a paypal account or their site.
You can only 'resolve' temporary limitations not permanent ones.
You can rarely appeal a permanent ban but if you want to try you would need to contact customer services.
Advice is voluntary.
