I bought headphones on eBay. In the description it was written new, second-hand came (this is even written on the box) and still not working. After reviewing the case, PayPal sided with the fraudulent seller! How to contact to appeal the case? technical support does not respond!

Firstly you had 30 days to open an Ebay dispute for a refund as they have their own buyer protection policy.

If you didn't do that then you can open a Paypal dispute for item received but significantly other than as described. You bought headphones and received headphones so that is why you probably lost the dispute as paypal does not get involved in 'quality' issues normally unless a lot of proof is provided.

Secondly if you funded your paypal payment via a credit card then you could try a chargeback via your card issuer?

There is concrete evidence, on the headphone box writing "used". The payment was made by mastercard, but I don't really understand how to get my money back, since the payment was made through the same Paypal, which decided the case in favor of the fraudulent seller.

What really shocks me here is, PayPal sided with the merchant! I’ve been on the other side a few times, with a buyer attempting to game PayPal to get my product and also get their money back. PayPal always sides with the customer and I get ripped off.

The fact its used instead of new may not in paypals opinion make it ''significantly'' not as described.

To do a card chargeback you just contact your card issuer.
