Sequential payments via Ko-fi followed by immediate dispute claim

I have a Ko-fi donations page (sort of a tip jar), where people will send me usually about $3 to $6 as thanks for my YouTube tutorials. I have recently experienced "people" sending me between $30 and $50, usually two sequential payments within a minute, followed by an immediate dispute filed with Paypal, saying that they sent me money and that I blocked them from contacting them and "tricked them" into sending them more money. This is obviously false, so the first time, I just refunded the two payments. Within minutes, I was sent another two payments (different name, but always names in all caps), followed by the immediate dispute.
I have tried escalating through the resolution center, but they want info like tracking numbers, etc. or some other kind of proof that I actually sent them what they purchased, BUT THERE WAS NOTHING TO PURCHASE. All I can do is show a screen shot of my a ko-fi donations page. I'm fine with the money being returned to them, but this seems like it's some sort of scam. I don't know if they're making these purchases with stolen credit cards, and then getting refunded to their account so that they can then funnel it elsewhere, or what. If I just refund the money directly, I feel like I'm inviting more of this behavior, but if I try to resolve it through the resolution center, the case is found in the buyer's favor, and then I'm fined an additional $15.
How should I approach resolving what appears to be fraudulant behavior on the buyer's part?
