Report fraudulent people using Paypal to extort money from the public

I have uncovered a network of fraudulent accounts and scams via Facebook and Paypal that hackers / fraudsters are using Paypal and Facebook to steal money from the public. Trying to get PayPal to respond to this is impossible. The hackers are smart and block end users after a specific time window and change/remove their online items. What they don't do is remove their PayPal details, so I've been trying to report these without any success to PayPal. Using their transactional method with pre-defined dropdowns does not work, as this example does not meet any of their requirements. Would love to speak with a human instead of their poor AI. Below is one example of where I have tracked these funds to and can see hundreds of people have been scammed. I logged this with action fraud, but I didn't expect it to be so hard to inform PayPal and didn't expect them to make it so easy for criminals, which is why they probably use PayPal. Any help is much appreciated as these scam are happening daily

That link shows a 'donation', you don't purchase anything with donations its basically a gift payment.
That is why there is no buyer protection for donations.

I understand this, but late at night using the phone, I did not spot this on the phone until after. I'm not that bothered about getting the money back as it was my fault for being so stupid and missing this; however, I'm trying to stop anyone else from getting caught out. What I cant understand is I have the evidence that identifies these scammers, they are still advertising on Facebook marketplace, still have an active profile on Facebook and have a Paypal account that they are using to steal the money. Why don't PayPal disable and remove these accounts for criminals? Why is it not easy to report these individuals ? It's unethical behaviour, and they are stealing thousands daily. Is PayPal not interested that criminals are using their systems to steal money?

Report them for what? They are not selling anything, they are asking for donations.

What you are missing is the front end of this scam, which is their Facebook Marketplace advertisement for services they have no intention of supplying, which directs you to payment to this page to pay in advance for goods they have no intention of supplying. I should have spotted this with it being a donation page and should not have agreed to pay in advance. In isolation, this looks harmless, but when you follow the process, you can see the scam, and I have uncovered a lot more I think it's shocking how easy it is for scammers and how difficult it is made for the general user to report these which is why scammers target these systems to exploit individuals.

For anyone else reading this thread, what I have eventually found, which has stopped the hackers and refunded my money, is calling Paypal on [Removed] . Thanks to Paul ( agent from Paypal), who acted quickly, flagged their accounts, refunded my money and is now in the process of freezing and identifying their accounts and refunding other people who have been impacted.
