PayPal withdrawal rejected after 240 days of limitation

Hi,
When PayPal permanently limited my account 8 months ago, they said in both notification and email that I would be able to withdraw my remaining balance after 180 days.
Now it's more than 240 days and still can't withdraw the balance.
I just getting that there is not enough balance to withdraw, The balance is a big amount though.
No refunds happened, no open disputes, no problem should prevent me from transferring my money.
Contact support several times and they said that the account is still limited.
Is this something that usually happens? Will I ever get my money back?
