We are sorry to hear that your account is under limitations due to underage. You will not be able to appeal this decision as it is mentioned in the PayPal user agreement that the user needs to be atleast 18 years old and residing in the listed country where PayPal provide services. We understand your concern regarding the limitation in your PayPal account due to underage. If your age is now 18, then try to appeal via resolution centre and provide your Id proof to proof that you are not underage any more. Also, you can reach out to support to get a help to remove the limitation. Please reach out to the Support Team during business hours by clicking the Contact option at the bottom of PayPal page. If you are unable to login into your PayPal account do reach us via phone and kindly select "Call us as Guest".
