I received an email saying i needed to upgrade to business to receive my money and then asked to refund the person with 50 euros even though I didnt receive any money from them. Is this a scam? I already sent the money and paypal emailed me that i need to wait for 24 hours to check the transactions and then I will receive my money.

The bigger question is why is PayPal not doing more about this sort of thing for their customers??
I work as a IS/Security member for a small company so I do have some knowledge about these sorts of issues. And when my partner received notifications I instantly told her to stop talking to the customer until I could verify things.
Why are PayPal not sending out warnings to users of the system, as shop owners, private sellers or purchasers to be aware of these sorts of scams!? We get plenty of communications about their special offers, discounts and ways we can improve our business/custom. But instead people are left in the dark, not knowing who to contact or trawling forums for scraps of information to piece together, because it's seen as bad marketing against the company if these sorts of activity are being conducted around their brand, so why notify people it's happening on mass.
With all the digital and physical security now in place, the 'user' is the main weakness of any system and the only way to 'secure' that is by training and information!

Well done, you can link the paypal TiD section.
What about people who don't go looking for that information because it's unknown that it could BE a scam.
Having items available for people to find is not the same as being active in preventing situations like this.
I have company policies and procedures on my server too. Doesn't mean my users know they exists, what the content is or even if they need to follow them.

Well my bank or credit card issuer doesn't continually send me emails to warn me of possible scams so not sure why paypal is supposed to?
Any information on scams etc is ON the website of my bank and card issuers site and I go look in the notifications to read them.
Same as paypal if you want to check if something is a scam then just put SCAM into HELP and you get all that information that I posted OR you can easily ask on here.
Also a lot of scams are NOT done via Paypals site, they just are scam emails sent to you pretending to be Paypal so not a lot Paypal can do about that !!

Yes I completely aware that the link is not from PayPal, you'd have to be completely dense to expect a company to use their own email accounts to defraud their own customers.
And just because your bank and credit card don't suggest best security practices with regards to your accounts and money security does not make it an acceptable practice.
People like yourself who go out of their way to make concerned customers look like fools are one of many a root problem with online security and the internet in the modern age. Protecting businesses who only need to take a few minutes to automate something that could save thousands of customers in this case millions in potential loss. But I hope you feel good about yourself as you drift off to sleep tonight knowing the company has given you a pat on the back and another 'red star' next to your profile for being a 'model' supporter.
And just so you know, since posting this, I have no received security notifications from PayPal, little late but better than nothing and hopefully a step in the right direction.

Yeah proud of any kudos/solutions as they don't come from Paypal but from 'users' of this forum that I have helped from being scammed etc.
I have helped thousands on here from being scammed so yes delighted for any kudos as a thank you, how many have you saved from being scammed???
No company warns you privately about scams you must be an idiot to think that, they advise you to READ up on advice in their HELP section OR you can come ask on here.
The person that originally posted on here was being scammed by a fake paypal email. So what can paypal do about that !!!!
The scammer is posting emails anonymously from an internet cafe probably somewhere in Africa or Asia.
However you want to be 'warned' about the emails from Paypal. Well you are warning if you take the trouble to READ up on those scams yourself ON paypals website.
Banks / card issuers and Paypal ALL put advice on their respective websites, so not sure what else they can do.
Folks like you want a personal knock on the door to inform you that you 'may' get a scam email 😂
