I created my only paypal business account today & immediately I got permanently limited

Hello, I literally just made my PayPal business account, and I got permanently limited automatically by the algorithm, I didn’t even login in to my PayPal account, the moment I created it, I got permanently limited, how do I solve this problem? I literally just opened a new PayPal business account and the system permanently limited it, i understand if I broke the rules, then my PayPal should be limited, however, I didn’t even login once, I didn’t even have time to verify my email, the moment I opened it, it got permanently limited. Just to explain the story properly, I opened PayPal business account twice, first time I opened PayPal business account, by accident my browser had the wrong country "Mauritius". However I'm from Israel and I live in Israel, so I contacted PayPal's support and the support agent told me to close my account and open a new one in the correct country. So I did that, please keep in mind, my first PayPal business account was 30 minutes old, and the second one that I opened, the system immediately limited it the moment it was created, before I was able to login to it. I did nothing wrong and the limitations is completely wrong, I did exactly what the support agent told me and I got banned permanently for it and that's PayPal's fault. I hope this issue can be solved as soon as possible and i hope the permanent limitation can be lifted quickly.

I tried to contact PayPal support, I emailed them on 4 different emails and i got no reply, also I tried the live chat option, but everytime I get a message saying "I'm sorry, customer Support Agents are not available", believe me I tried everything I can and posting on the community is my last resort, i even tried to remove the limitation from the Resolution Center but there are NO options for that.
