I been charge by Pipo US and Paypal no offer me any solution someone can help me

Check if you had a subscription set up.
Click on the profile tab (icon next to log out) > Click on payments third option along on the thick blue band top of page > "manage pre-approved payments.''
If not and you don't recognise the transaction then click on it and using the report a problem link on that details page, report it as unauthorised if that is what it was.
Advice is voluntary.

I'm sorry to hear about the unauthorized charge on your PayPal account. If you locate the transaction within your PayPal Activity page, you may be able to find the merchant's contact details. If it was a subscription, you'll want to locate the first charge to the company. It usually has the most information. To cancel a subscription, please click on this Help Center article for guidelines.
After reviewing the transaction(s), you can file a dispute if you determine that it was unauthorized. However, if it was a subscription and you authorized the first charge but not the subsequent charges after that, please reach out to the merchant directly for a refund. An unauthorized dispute would likely be denied in that situation. I also suggest resetting your password and security questions if you find the transaction was unauthorized.
