I am receiving two other persons' Paypal messages. (Marie and Sergio. My email address has an extra "S" to their last names.)

I sent about a dozen emails to the email mentioned in the article (not permitted to type here), but in vain, I still keep receiving messages.
I actually have a Paypal account but NOT with the email address in question.
I am unable to contact Paypal in any way, that is why I'm trying here.
I find it ridiculous, that this could happen at all: " someone registered a PayPal account with your email. They may have mistakenly typed the email address during sign-up or intentionally used an email address that wasn’t theirs." Why does not the Paypal system send a confirmation email, before allowing someone to register with it? We are talking about Paypal here, not a two-month old fintech startup...
