How do I report someone that is running raffles?

Hi guys, How do I go about reporting an email address that are running raffles on Facebook? People are losing their money to fixed results! Thanks

Click on legal very bottom right of paypal pages > select your country > scroll down and click on acceptable use policy > scroll down that policy and there is a 'report' hyperlink to click on to report users violating that policy.
