HELP! item didn't arrive for 4 weeks - seller only offers partial refund

I purchased an item from depop and the parcel never arrived, the tracking status remained as ready to be collected from seller for 4 weeks. The seller is unwilling to refund now because she still thinks its not lost, and insists on waiting another week to then refund me. I raised a dispute because I didn't want to wait, 4 weeks should be enough for an item that should arrive in 4-7 days to be classified as lost. I will also be away from my phone for next 2 weeks and won't be able to check messages, so I hope she could refund earlier.

The seller now offered me 75% partial refund if I want a refund now, because she thinks as an individual seller she too deserves compensation. The case is already under review, will paypal refund me the whole amount? I didn't do anything wrong, I don't understand why an early refund can only be partial. I just want my money back so I can take a break from this...

You would need to escalate the dispute to a claim within 20 days and then paypal will review tracking to see if the item was delivered to you, if not then you 'should' get your refund.

Hey, thank you for helping! 

 

The tracking still remained as waiting to be collected from the sender, no signs of delivery / movement of any form. Will paypal only look at the delivery status to decide who's favour this is? Or will there be any other things that will affect the decision? Thank you!
