Dispute without PayPal account

I purchased something from Arshtraders in India which was sold through Etsy - I later realised it was charged to my bank account through PayPal. I did not have a PayPal account, just paid as usual with my credit card. I have not received the item and both my correspondence with Arshtraders and Etsy get me nowhere. I phoned my bank to get a chargeback and was told that I had to go through the motions of raising a dispute with PayPal too. But I can't because I did not have an account at the time - just had to set up an account to get to the resolution centre!
I now have 18 screenshots of messages from their message centre which shows how useless the system is...any advice please?

If you bought something online with a debit or credit card and didn't log into your Paypal account then of course it won't show on that Paypal account because you bought as a guest buyer.
However your seller may have processed that payment using their Paypal 'card reader' and so Paypal would show on your bank or card statement.
If that is not the case then contact customer services and your card issuer to query the transactions.
You ''may'' not have Paypal buyer protection cover as a guest buyer but you can contact customer services and they may be able to assist you by reaching out to the seller for you OR opening a dispute if you are covered by buyer protection.
So If you need help for a guest buyer transaction then you can;
1. Phone Paypal customer services and see if they will help you.
OR
2. Contact your card issuer for a chargeback.

Thanks - I'm sure I don't have buyer protection as I never had or wanted an account - I just paid with my credit card as usual.
I have already emailed and I have my file of screen shots from their useless chatbot. I just need to gather evidence from my bank that I have tried this avenue before they can consider a chargeback.
So I will also phone them as you suggest - thanks again

My bank decided I had gained enough evidence of trying to communicate with both seller and PayPal - they recalled the money for me straightaway. Funny how, as soon as that happened, both the seller and paypal sprung into action...no explanations or apologies, but at least I have my money back and will never touch Arshtraders again, nor knowingly use PayPal. Thanks again for your help.
