Delete My Permanently Limited Account

I finally got my renewed State ID after waiting long months. But when I tried to add the document to my PayPal Business account, they say that my business account is Permanently Limited. Meaning I cannot add Identification documents nor delete my account.

Are there any USEFUL suggestions for contacting PAYPAL to delete my account. My phone number is out of service, so are there any useful PayPal contact Email?

I tried the Center version, the Sign In As Guest, and Calling Customer Support, but all I got was nothing but "my account features are deactivated". Nothing else. 😭😭😭😭😭
