Case decided in favor of customer even if tracking number indicates delivery

Hello, we had an INR case decided in customers favor. Tracking details were provided to the PayPal and it indicates delivery. PayPal closed the case with a refund to customer with a reason no response from the seller. We are not able to get any help or an option to appeal this case since March 15. PayPal chat support is not responding at all. Could you please advise how to proceed?
