Can I get a refund for personal payment?

Alright so I am thinking of buying something off someone, but I am afraid they will scam me (it's a personal payment, not buying stuff of some webshop or a merchant), is there any way to retrieve my money back if they scam me? 
I am wondering since I'd have to manually transfer them money using Email

You have PayPal buyer protection regardless of account type as long as you do not use the friend/ family option.

However that is not a 100% coverall so your best bet is to read up on it and then risk assess your transactions.
