My buyer and I have agreed to use Paypal invoice to make installment/ multiple payments. She just paid the 1st payment for 20% deposit for me to take the bag off the market. But she has now raised a claim that she hasn't receive the item or service. Help? I'm surprised this can happen.
Given she only made 20% payment, I haven't and will not ship the item. I am very confused what should I do.

If your not going to ship then call off the sale and refund her payment.

I do plan to ship the item after the full payment is made. This is a case of buyer changed her mind and asked for a refund by raising a claim. I’ve been holding off the item for her for 4 weeks now and missed the opportunity to sell.
