Account limited while verifying address

I was trying to verify my account and as I submitted proof of address document, my account was permanently limited, Please help I am in Kenya

You can rarely appeal a permanent ban however..........

You would need to contact customer services to resolve any limitation or account specific issues.
Click help / contact bottom left of Paypal pages for options available for your country.

Or have you considered contacting Customer Service via Facebook or Twitter?
