My account has been restricted so i don’t know what to do about my balance. Can PayPal just send the funds they’re limiting back to where they came from? That way I don’t have to wait 180 days to withdraw… that’s a lot of time to hold a large amount of funds. There has to be another way while still following their security policies.

If you have been told your Paypal account has been permanently limited then Paypal tends to hold any funds for 180 days. This is the same time frame that buyers have to open Paypal disputes.
If no disputes are opened in 180 days then normally you are allowed to withdraw the funds. That is as long as you are over 18, account is in your legal name and the account is registered in the country where you reside.
So if the funds were sent using the goods/services option then tell the sender to open a dispute for non receipt of item and once escalated to a claim they should get a refund from your held funds in your balance.
Advice is voluntary.
