hello can i transfer my money to other account even though my account is restricted because i badly needed the money

Depending on the restriction you typically won't be able to use the account or the funds in any way for at least 180 days, at which point they often keep any remaining balance as a fee for breaking the policies.

Did you get one of the emails saying you are no longer allowed to do business with PayPal, or is this some other restriction?
