To be refunded for return shipping do I have to file a claim?
The seller has agreed to refund me if I return the item, but says the return shipping will be refunded by paypal.

Unfortunately paypal have stopped the 'return shipping on us' programme
It happens. Hit the "Login to Ask the community" button to create a question for the PayPal community.
