"You can accept money, but as a new merchant". What does it mean?

Hi,
Recently my account got permanent limited and I had money in it ( account A ), that PayPal had transferred to themselves by their own. The reason was I had multiple account and base on they banned my both account. Other account was in negative in balance ( account B) after they banned it and now I'm unable to access this negative balance account ( no password reset option working )
But now I am getting this message in my (account A), can anybody please tell me what does it mean? Can I make a new account with my same ID card or anything?

That just describes what happens when an account is new to receiving payments, PayPal normally holds payments for 21 days or add tracking info to get funds released sooner. Since Account A is permanently banned and can no longer be used, it’s of no consequence or affect to you.
And since it says some of the products/services you sold violated Acceptable Use Policy, so your balance was debited for damages and account banned.
You cannot open new accounts with same account info, ID card, etc as they will be permanently limited too. You cannot use PayPal anymore, period.
