no longer use paypal

my money is hold before paypal deposit in my account so my balance in paypal is zero, and suddenly paypal email me that i cant no longer use paypal so my money hold for 180 days? but the money is still pending, my balance in paypal is zero, what will happen? can i still recover my money? thank you so much if somebody could help me with this

Unfortunately, if a decision has been made to permanently limit your account, this would be final and not something we could change. 

You would need to use an alternative payment provider going forward to process online transactions. 

Please be assured that we do not take the decision to permanently limit an account lightly and a thorough review would have been completed before doing so.
