Hello, I am wondering what are the disadvantages of not fully veryfied business account (when having an EIN but still waiting for ITIN) can I still accept and send payments ?

Depending on the restriction placed on your PayPal account, you may still be able to receive funds while waiting o the verification to be completed. You may be prevented from making a payment, or withdrawing the funds, until you have completed the full verification required.
