You can no longer use Paypal-Want to close account and refund

Paypal has decided that my account was an 'excessive risk' despite having years of legal transactions and no-hassle funds transfers. A few days ago, I received a notification from Paypal asking for my personal information which I provided. Afterwards, they locked my account. Their message about locking my account was very vague - it did not state what was wrong or off with it. I feel like I'm being treated like a criminal despite having done nothing wrong. I've only used my account only for receiving wages for my partner who works as VA, fund transfers from family, and online purchases on legitimate stores. 

I had a fund transfer a few days before the lockdown of my account from family. I want to ask, is it possible to refund her transaction back to her paypal account despite my account being put in lockdown? I'm not worried that there's something anomalous with my account, I just feel there is no justification for Paypal to hold it.

If you can't issue a refund from your side then ask the sender to open a dispute for non receipt of item to get their funds back again.
