Xoom service banck transfer back problem

In 2019 I made a bank transfer from my credit card to my bank and the IBAN used by PayPal to issue this bank transfer was linked to my destination bank account as a personal account. Now I mistakenly send a bank transfer to this account owned by PayPal and after months of claims no one can help me get my money back from their account because it is a banking problem and they have no tracking record in the PayPal account.

 

My bank tried to claim the transfer but received no response and PayPal/Xoom did not have access to bank accounts.

 

Please help me to claim this
