Why doesn't PayPal provide a reason for a chargeback?

We use PayPal to process our credit card payments. Recently a customer contacted her credit card issuer and initiated a chargeback. We did everything correctly and showed proof of delivery, etc. The case was ruled in favor of the scammer customer. The only reason PayPal will give us is "OTHER". How is a business supposed to prevent this from happening again if PayPal won't help and provide a real reason? When we call and email, it is amateur hour. One service rep said she would transfer us to a supervisor but instead let us hold for over an hour. Real professional.
Hey PayPal, OTHER is not a reason and does nothing to help us.
