Website charging me months later when i forget about it and it going under the radar

Question: I'm worried a website is going to charge me in a few months when i forget about it and it falls under the radar: Can I "disallow" this website from having access to my funds?

 

I went to buy a steam serial key for a video game from https://www.hrkgame.com/ and i authed them on paypal but then they said the sale was put on hold and they want my drivers license and a picture of my face...

I'm assuming this is the Chinese government harvesting information or something scammy like that, anyone have any experience?

I am sorry to hear about your negative experience with your seller. I know this must be frustrating. I can assure you, a merchant does not need your photo ID and picture of you to process your order. I would suggest you do not share any personal/secure information with the seller. 

 

If the merchant does not provide you with the item/service as a result of you not providing your photo ID etc, you can open a dispute with PayPal for Item /Service Not Received. This can be done by following the steps here

 

Regarding the merchant charging you in a few months, if you don't have a subscription set up with them then they will not be able to charge you in the future without your authorization. You can check any active subscriptions you have here
