Unable to withdraw for 180 days, possible solution?

My account got permanently limited and I can no longer use PayPal because I was violating certain rules. I have checked the rules and none of was what the account was being used for and they are keeping the money for 180 days incase of chargebacks or disputes. I kept all of my money in my PayPal wallet and I cannot wait 180 days to get it back. I only had a few Goods and Services transactions but many Friends and Family transactions and since you cannot refund Friends and Family transactions, if I issue refunds to all my Goods and Services transactions, will I be able to withdraw my money earlier? (I do not want to refund my Friends and Family transactions)

If you have been told your Paypal account has been permanently limited then Paypal tends to hold any funds for 180 days. This is the same time frame that buyers have to open Paypal disputes.

If no disputes are opened in 180 days then normally you are allowed to withdraw the funds. That is as long as you are over 18, the account is in your legal name and registered in the country where you reside.

Sometimes they confiscate funds under this policy.

Paypal also may request further documentation from you before you can withdraw those funds.
