The limitation is never lifted, its a permanent ban BUT after 180 days you should be able to withdraw your funds as long as your account is in your legal name, you are over 18 and the account is registered in the country where you live.
You may not be able to 'add' a bank account but if you have a card linked then do you have the option in your country to withdraw to a card?
If not then you may have to contact customer services and see if they can link an account for you or send you a cheque?
Contact options for each countries Paypal customer services are accessed by clicking help/contact bottom left of Paypal pages.
1. Paypal phones (you can use the guest option if you can't log in).
2. Live chat is also randomly available.
3. You can send them a message, (during business hours you may also be able to message whilst logged out).
4. Have you considered contacting Customer Service via Facebook or Twitter?
You can send them a personal message from their Facebook or Twitter pages.
