If no disputes are opened in 180 days then normally you are allowed to withdraw the funds. That is as long as you are over 18, account is in your legal name and the account is registered in the country where you reside.

You can normally withdraw via any linked bank account / card already on your permanently limited account. I don't think you can add a funding source to that account.

So your best option is to contact customer services and ask them to link a card for you OR send you a cheque with the balance in the post as per link.

PayPal asked me to explain a transaction, before I could receive $25 dollars, my son sent me, in a emergency situation. I had no idea I had a PayPal account prior to this. Because I had no idea what the transaction was they suspected as fraudulent , I didn’t eat for three days…long story… PayPal finally released my funds after the 180 days, my $25 couldn’t be touched, they have the nerve to charge me,to retrieve this money. Fine, I’ll pay the fee, after they kept my money from me. Banks are not allowed such choices, so why PayPal is, I can’t understand. I still can’t get my money. All they have done, is tell me to try again in two minutes, for two weeks straight. My son is military and no way of contacting him, so back when this happened, and I was told I couldn’t have the money he sent me, I told PayPal to send it back to his PayPal account. This was not allowed, they tried calming me down, by explaining it was for “my son’s protection”, they needed to make sure the sender, who shares my last name, wasn't involved in fraudulent activity, since they suspected a previous transaction with me, could be. They offered nothing but a date, to explain a transaction I never made. Innocent victims of fraud, like my son, are protected this way, this gives fraudulent disputes, 180 days, for PayPal to be contacted, and resolved. They protected my son, who had only one option to get his mother, 2,000 miles from, the only money from the only account he access too, ten mins before being shipped out, and would not be allowed to contact me, for about two weeks, but PayPal protected him, from not knowing his mom did not at least have the only access of getting me kind of money, of $25 dollars ,to get herself food, until I was safely home. I’m certain if I had told him about the $25, I still can’t even put back into his account, after waiting 180 days, he would prefer PayPal let him take his chances of getting ripped off $25 dollars, instead of his mom having no food for three days, while he can’t make sure of this, putting in his part of keeping America safe. This was in the most crucial circumstances, I needed this money, $25 dollars. PayPal reps first told me, the restriction from receiving these funds, had been due to having no bank linked with my account. I linked a unemployment debit card, and a green dot card, I found by pure luck, because I had forgot I even had them. After this, I was still not able to receive the funds. They had me crying pleading with them, after waiting four hours, praying my phone would stay charged long enough to explain to them, I’ve never used PayPal before this, just to be told, was banned from using them for life. This was my first experience with PayPal, so I care very little I’m banned for life, I loathe them, I won’t need them in the future, but the other bank cards I linked, as recommended to release my funds, they now, can never be removed from the account, that I can’t use. After looking into who I can express my concerns with, because I am only told to, “try again in two mins”, to finally get my money from them, I have found, by the amount of sites that came up, regarding this, they do this by the thousands to people everyday. I hope enough people end up winning lawsuits against them, they forced out of business.
