Trying to withdraw after account limitation expiry but given an error

hello everyone! ive made a post here with a similar issue a few months ago but now im trying to make a new paypal account after closing my old one blah blah. for context i was underage when i made a paypal account but now i am of age and provided proof of it.
my account was limited until last month and ive tried until now to contact paypal about lifting the account limitations COMPLETELY so i can pay/get paid normally again, but to no avail. so im here. a few days ago paypal said they'll be willing to close my account for me if i replied to their message (i havent replied yet) but i wanted to withdraw all my money first because a while ago they said i could do that before closing my account (and iirc you generally cant close your account with balance in it)
but it keeps giving me that "error occured" screen i got when my account was limited even though paypal keeps telling me to withdraw money.... BUT I CANT! im not sure what to do since im kind of stuck between a rock and a hard place
would appreciate some tips!

Try clearing PayPal cookies and browser cache, restart your device. Try the withdraw once. Do not keep repeating failed actions. Wait some time in between your attempts. You can also try the app or a different browser. Make sure your bank account or debit card you are transferring to is working and confirmed as well. If you’re still getting error message, you’ll have to contact customer service. Good luck.
