For some reason i am now unable to send or withdraw any of my Monday. This is the error i am getting when i try to send money.

It sounds like you may have an outstanding request for information or an account limitation. 

To view any account limitations, please visit your PayPal Resolution Center and select 'Go To Account Limitations'. Otherwise, please see: https://www.paypal.com/smarthelp/article/faq734 to ensure you have verified your PayPal account.
