Welcome to the PayPal Community! I'm sorry to hear you've run into some issues with a recent notification on your account. It sounds like there's been some kind of limitation placed on your account - is that right? If so, normally a limitation is placed whenever PayPal needs to confirm some additional information or request documentation from you. If you're unable to complete the steps listed in the Resolution Center to lift the limitation, normally your account functionality will remain limited.
