Status limitation - no details from paypal, what to do

Hi there
I am a private user of paypal, with no business etc. I have used paypal for online purchases, mainly ebay. Anyway, I closed my previous paypal account in the last year, and then I decided I would need a paypal account afterall, so set-up a new account. I added all my information and when I tried to add my credit card I had a note to say my account was limited. I queried and had the response below. This completely baffles me, I have queried with paypal again, asking for more detail and I had exactly the same response.
Does anyone have any advice as to how to remove the limitation?

We appreciate your interest in PayPal; however, our decision to leave your account in a permanent limitation status is final.
PayPal reserves the right to limit access to any account reported to be involved in possible fraudulent or high risk behavior. In the event of a dispute, PayPal will seek to recover the funds from you by debiting your PayPal balance and, if there are not sufficient funds in your PayPal balance, PayPal reserves the right to collect your debt to PayPal by any other legal means.
If you want to refund your buyers, you are able to do that any time as long as the status of the transaction is completed. To issue a refund, go to the activity page, click the payment you want to refund, and click refund this payment.
If you do not have the ability to process a refund, you can reply to this email with the transaction details. We’ll send a refund on your behalf using money from your PayPal balance.
Due to the potential risk of chargebacks and other risks of funds reversals, your balance will be held 180 days from the date of the limitation. At that time, any remaining funds will be available for withdrawal.

I am not having much luck.
I have tried the PayPal assistant, they just give the same message.
"I've checked your account and unfortunately, we're unable to continue offering our services to you at this time due to the nature of your business and the risk it poses to PayPal. Please see the PayPal User Agreement for more information."
I don't have a business, so I don't know what this pertains to. It then asked if this resolved my issue, I said 'no' and then it says to contact them during business hours as no-one was available to talk, but it is business hours!! I get this message no matter the time I try and contact via this route.
I tried ring PayPal seperately and I finally spoke to somebody who said there had been a risk assessment against me with the limitation the result, but they couldnt tell me what risk I posed. I asked for help to understand, but they suggested I raise a complaint.
So I raised a complaint and the next day I had the same message back

So no-one will explain to me why my account has been limited and I can't seem to find a way through to PayPal to anyone who knows about this.
I decided at this point I should take a hint and just close the account, so I tried this via the settings and I get the following error
We're sorry, there seems to be a problem. If you keep seeing this, please contact customer service.
This is ridiculous!
