Somebody help me i wanna ask about validation fee when people send money to some account?

Someone send to me 4000 and that people show me the pic he send but i need pay validation fee first for get 4000, but paypal not send me notifications or email for send that fee, but that people say he cant take back money and idk, that people scammers or paypal rules like that??

100% SCAM.

You never pay an upfront fee to receive a paypal payment.

Any fees are auto deducted from the buyers payment the same instant the remainder of the payment is credited to your paypal account balance.

can i ask was this for a gift payment as i have received the same conversation, then followed up by a fake email from paypal stating the 200USD in bitcoins will release the payment and it cant be cancelled?
