A seller on eBay sold me a Nintendo Switch Pro Controller and a Game as Brand New and Sealed and it turns out the controller was opened and missing the USB charger and the game was not sealed, both items actually came from a Salvage Store (they have a salvage sticker in the box). He doesn't accept returns and I don't want used items, he said he would offer a compensation for the USB charger missing in the controller box, I just want my money back, I feel scammed. Can I win if I submit a dispute?

Open a significantly not as described dispute and escalate. You’ll be required to return item to get a refund if PayPal rules in your favor but might be eligible to get reimbursed for return shipping.
If that is not a satisfactory outcome for you and you paid by credit card, a chargeback through your card issuer may be suitable for your needs as their dispute terms are more broader and may not require a return.
