Reference ID: PP-L-304717139742 Account blocked for no reason

I`m old PayPal user and they blocked me for no reasons so I can`t pay goods and services trough PayPal.

Who ever I ask in Croatia is blocked... and money is gone, is there some legal actions Croatian citizens can aquire to get their accounts back?

Dear Ashhwani,

thank you for your reply but I`ve never expected to be blocked with no explanation or reason. It is soo "not good business practice" to do not explain why something happened. I just know it is a Reference ID: PP-L-304717139742

and that don`t mean nothing to me as old user of your payment services. I will never again trust PayPal. I mostly use your services to pay some goods on eBay and other services, now I must find better payment provider for that.
