Purchases Declining Since Duplicate Charge Error

Ever since the duplicate transaction issue(which Paypal emailed me about on July 1), I have been unable to make any purchases with my account. I've been able to use it without issue for the past year or so, having my debit card as the preferred payment option. Now Paypal declines any purchase, even though I do not have a negative balance.
