Permanently limited account but won't let me withdraw my balance without confirming my identity

I had my account permanently limited because I was under 18 when I made it. I'm trying to withdraw the remaining balance from my account to my bank account but it says I need to confirm my identity. I've done this twice now but all I get are messages that I'm under 18 and therefore cannot use my account but I've been told by customer service that I would be able to withdraw the money and make a new account now that I'm over 18.

Me too all those workers act like they are above us when they are just an employee they abuse they power and acts on their feeling and isn't profession. They did so much wrongful thing and paypal acts as if nothing happens. Eventually all will know about corp hiring foreigner to speak to american think they know English better than you. I expect to form a class acting on wrongful thing they did and damages they caused! Risky even to pay a vendor using shaming the term of good! Robbers that wear badges!

Paypal does not allow account holders under the age of 18.

PayPal asks for a birth date when you register so whilst you can make a PayPal account with false information the account will need to be verified to accept funds into your balance or lift any limits.

As you would be unable to verify your account it would be permanently locked for further use.
You would never be able to use that illegally opened underage account again but once 18 Paypal may allow you to do a withdrawal of funds from that account or allow you to open a new account and transfer the funds across for you. Opening a new account is not guaranteed as you have already broken their rules once but you should get one of those options.

Contact options for each countries Paypal customer services are accessed by clicking help/contact bottom left of Paypal pages.

1. Paypal phones when available (you can use the guest option if you can't log in).
2. Live chat is also randomly available.
3. You can send them a message, during business hours you may also be able to message whilst logged out.
