Permanently limited PayPal for more than 180 days

My PayPal has been permanently limited since 2020, I used it to receive my unemployment benefit an two state I was working for was paying me, PayPal limit the account an after 180 days I call they say they will send me an email after waiting for 3years now i decide to call again and they send me a mail to upload my id an benefits entitlement verification letter I login n decide to upload but I couldn’t see where to upload and my money has been stock, pls I need help

Contact customer services asking them to enable the upload function or for another way to send in documents.
